The City of Marshall's Master Plan for Land Use is a public policy document that establishes goals, objectives, strategies, and plans for future land use, housing, redevelopment, community facilities, and transportation. It portrays a clear statement of community goals and objectives. It establishes a vision of the future, and it includes plans to achieve that vision.

The Master Plan is long-range in its view and intended to guide development and redevelopment in the City over a period of 10 to 20 years.
